  • A hire car is the best and most comfortable way to freely explore not only Jerusalem, but also other major destinations in Israel, as tours can get quite pricey. A car is especially useful if you want to drive along the western Mediterranean coast and make scenic stops as you please. Drive to the fortress of Masada, a UNESCO World Heritage Site, as well as to the Dead Sea, which will take you less than two hours to reach from Jerusalem.
  • Most of the major car hire companies, including Avis and Sixt, can be found at Ben Gurion Airport (TLV), which is located about 50 minutes from Jerusalem. All the car hire desks can be found on the first floor of the Arrivals Hall at the airport’s main terminal. It is recommended that you get an International Driver’s Permit alongside your domestic driver’s license. Make sure to request an English-speaking GPS.
  • Driving in downtown Jerusalem can be quite challenging due to the narrow, busy streets, so if you’re not comfortable, just park your car somewhere and explore the center by foot. Only residents can drive in the Old City. Driving on the outskirts of the city is far easier, and most of Israel’s highway signs are expressed in Hebrew, Arabic, and English. If you any need help, remember that most Israelis speak good English.
  • Avoid driving during rush hour, which is 7-10 a.m. and 3:30-6:30 p.m. Fridays experience less traffic as most official establishments are closed. Route 1 is the main road heading towards the Mediterranean coast, with Tel Aviv to the west and the Dead Sea to the east, and it tends to be pretty crowded during peak season and on weekends. When heading to east Jerusalem, take Route 443 instead, which is less congested.

Parking in Jerusalem can be challenging! Don't rent a car assuming you're going to find parking. If you're travelling out of Jerusalem parking gets much easier. Driving signs are pretty intuitive, and Waze is a great help. Due to ongoing security concerns at this time, some info may not currently be available on Waze or Google maps (such as local traffic conditions).

Be careful of the paid street parking. You can only pay it through an app called "pango", which you can only use if you have an Israeli phone number. If you don't have a relative that can help you with that, you should avoid parking in those because they'll get you in minutes. I spoke to a parking violation officer and he told me it's by designed to get the more money from the tourists while they're traveling.

Staff was polite, and most spoke English - the manager was fluent which is a lot more than I can say about my Hebrew! Car was fine, staff explained all the particulars (they use a security code for the car and set the emergency brake each time the car is parked, which isn't standard in the USA).

Here’s is an unmet need: Israel has switched to paying for parking with Cello or Pango. Pango only works with Israeli phones. Cello claims not to, but I could not get Cello to send a connection to my phone, so it did not work. If you cannot park, you cannot drive, as a foreigner. Rental companies need to fix this.

We picked up at Mamilla mall in Jerusalem and while it took awhile at the front desk. Once we got the car we had a great conversation with Joseph. The chat was a highlight for us during our visit to Jerusalem. Get the extra insurance, it’s worth the $246. Drivers and terrain in Israel are tricky to navigate versus the states. I scraped the side of the car pulling into a parking spot and didn’t have to pay anything extra.

You have to check the price and the local takes and secure, because si arrived to the offices and they told me I have to pay three times what you told me in the reservation. I felt totally cheated

everything was amazing and flowed smoothly at first, i payed one upfront fee through kayak which was a good price. when i came to pick up the car, the clerk said i need to pay an extra "3rd party liability" insurance (even though i had cc insurance), that came out to an extra 14$ a day, plus tax. but the cherry on top is that hertz took an extra 17% from what i paid to kayak because they didnt want to pay the taxes off the top. im sure this is all in the contract but it is pretty messed up to now be paying more than double what i originally rented the car for. DO NOT RENT A CAR IN ISRAEL THROUGH KAYAK.

I did not like anything, I reserved for 1400 , came to the office at 13 30 at 14 30 they told me that they do not have any car it could take even 4 hours and I committed to a meeting before that I did not received the service and even qeeq they want to charge me of not showing off, it's rediciulous.

The customer-facing staff decided to close the office 5 minutes early and threatened me that I would have to keep the car incurring expenses for another couple of days over the weekend, They were rude and dismissive, and the only way I could return the car was to call their manager and complain. Furthermore, the staff neglected to inform me about the option to add the car to my road toll payment app. This lack of information led to me incurring a high service fee for toll road payments, which I consider to be a very poor business practice. Overall, the car was fine, but the service was deplorable, and I will not be hiring from Budget again!

Taking the deposit in full and having to wait days for it to be returned is a massive pain and the rental agent has the power to decide how much to return with you unable to discuss it with them. No feedback on the return of deposit

Pros:

Fairly easy pickup.

Cons:

They're operating a bait and switch. They lure you in with a low rental cost, then charge you 1.5X more in mandatory insurance than the car costs. I expect they make far more money on the insurance than on the rental fee.

The staff at the Jerusalem office were terrible. 2 did not speak English so their difficulty with helping me was understandable but one spoke perfect English and was awful to me and made the customer next to me cry. He shamed me for asking questions about what was covered with the insurance package.

Customer service was terrible. I booked two nine passenger vans, none were ready and one wasn’t even there. I switched to a 5 passenger and 7, and it took them almost 2 hours to get it ready and reserve it for me. On top of that, the price was very expensive for the insurance. I then found out my chase visa covers insurance but the manager didn’t feel like reversing it and said “they don’t really cover it’s a hassle”
